Islamic civilization, as a dynamic and purposeful system, is based on transcendent divine, human, and rational values that are manifested in different layers of behavioral and structural norms. In this system, the governmental model of Imam Ali (AS) in Nahj al-Balagha can be identified as a prominent symbol of the crystallization of the conceptual continuity between civilization-building values and norms. These norms, which are deeply rooted in fundamental religious and moral values, play a pivotal role in the realization of a just, spiritual, and advanced society. The analysis of these norms shows that they not only provide the necessary conditions for social cohesion, sustainable security, educating people at the Islamic level, and improving the quality of governance. In this context, the present study, by adopting a qualitative approach and utilizing the content analysis method under the theoretical framework of conceptual continuity between values and civilizational norms, has been conducted with the main aim of identifying and explaining norms consistent with Islamic values in the Alawi governance model. The findings of the present study, based on Imam Ali's (AS) emphasis on two areas of governance and management, including: wise leadership and strategic rationality, transparency and accountability, ethics and keeping promises, and the area of society and human relations, including: comprehensive justice and human dignity, religious democracy and mutual rights, and social cohesion and unity, clearly demonstrate the necessity of adapting civilizational norms to Islamic transcendental values
