Nowadays, prevention of crime has a significant status in criminal policy of countries. The reason for this could be pointless، punitive، sky-rocket of crimes in societies and the failure of repressive measures that have been without any result in stopping crimes. for this reason large efforts in international sphere in the form of enacting international documents of human rights in the way of crime decrease has been done. but these documents mainly in the way of non criminal matters for example economic situation have set out. in other words، the measures that so far in this respect in the world have been performed are without paying attention to other factors for example moral and educational measures that have main role about non criminal prevention. while By studying orders and commendation in nahj al balaghe, we find out that centuries before the non criminal prevention of crime set up in criminal sciences, It has been considered by Imam Ali in all spheres.
