The effectiveness of government systems is rooted in several factors, with one of the key factor being attention to ethical and managerial requirements in the interactions between the ruler and the agents. With the aim of analyzing and explaining these requirements within the framework of the ruler-government agent relationship, this research examined the third letter of Nahj ul-Balagheh using content analysis method and Excel software and analyzed the passages of this letter in order to identify the abundance of organizing and comprehensive themes after a quantitative analysis of the data and, while discovering the hidden aspects of Imam Ali's (AS) words, and explain his behavioral pattern in the face of luxury, worldliness, and moral corruption of the agents. The findings show that the comprehensive themes of this letter are divided into two categories: the ethical requirements of the agent, meaning what the agent is required to observe and maintain the managerial requirements, meaning the orders and commands of the ruler, which can be considered the most central principles governing this letter. Finally, a practical model for analyzing ethical and managerial requirements in the relationship between the ruler and the government officials was developed based on the third letter of Nahj ul-Balagha.
