تبیین جایگاه ارتباطات در ساختار نظریه انگیزه خدمت‌رسانی عمومی مبتنی بر نهج‌البلاغه

چکیده

انگیزه خدمت‌رسانی عمومی از نظریه‌های نوین مدیریت دولتی و برخاسته از مکاتب خدمات دولتی نوین و مدیریت ارزش عمومی است که تأثیر به سزایی در ساختاردهی به حکمرانی خوب در جوامع مردم‌سالار داشته است که با توجه به اهمیت مضاعف مفهوم ارتباطات در ساختار این نظریه تا بحال پژوهشی در این زمینه در چارچوب اسلامی نگاشته نشده است؛ بنابراین پس از مطالعه دقیق مبانی نظری و ادبیات موضوع به‌منظور مفهوم‌شناسی این نظریه، به بررسی محتوای نهج‌البلاغه (نامه‌ها، خطبه‌ها و حکمت‌ها) به‌منظور شناساندن این مفهوم در متن این مصحف شریف پرداخته شده است. در ادامه از روش پژوهش کیفی-کمی و از استراتژی تحلیل مضمون در قالب سه محور مضامین پایه (تم‌ها)، مضامین سازمان دهنده (مقوله‌ها) و مضامین فراگیر (مؤلفه‌ها) جهت استخراج داده‌های متنی و از تکنیک کمی دلفی فازی و توزیع پرسشنامه خبرگی میان 16 خبره به‌منظور تأیید شبکه مضامین بهره گرفته شده است. نتایج این پژوهش به شناسایی سه سطح ارتباط با خود، ارتباط با دیگران و ارتباط با خدا در حوزه تبیین جایگاه ارتباطات در ساختار این نظریه دست‌یافته است. سطح ارتباط با خود دارای سه زیرمجموعه خویشتن‌داری، اندیشه‌ورزی و اخلاق حرفه‌ای است. سطح ارتباط با دیگران از مقوله‌های ارتباطات سازمانی اثربخش، ارتباطات همدلانه با همنوعان، همکاری مؤثر با سلسله‌مراتب و ارتباطات مشفقانه با زیردستان تشکیل می‌شود و سطح ارتباط با خدا به شناسایی ابعاد ارتباط عمل‌گرایانه و ارتباط معرف شناسانه منجر شده است.

Public service motivation is more of a technical term that is not known to researchers who are not familiar with public administration; Therefore, more care should be taken in conveying its concepts (Bozman and Su, 2015: 703). Perry and Wise (1996) considered public service motivation as a kind of individual tendency and desire to realize motives that are unique to public institutions and organizations. Based on this, public service motivation as an altruistic motivation has a positive effect on people's performance and is a type of individual behavior that ultimately leads to serving the society and its individuals (Anderson and Cerizlo, 2012: 20). Contrary to this point of view, Perry and Handqom (2008) believed that although in popular language, the motivation of public service is used as equivalent to altruism, but these two concepts are different from each other. Public service motivation is a specialized term that means nurturing people who do not participate in public administration, while altruism, from Baston and Shaw's (1991) point of view, is a motivational state whose ultimate goal is to increase people's well-being (Bozeman and Su, 2015: 706).
