Based on Letter 53 of Nahj al-Balagha, the ideal governance model in Islam is founded on justice, piety, public engagement, and peace-building. In this model, the ruler must be just, pious, knowledgeable, and efficient, with a strong commitment to ensuring the welfare and well-being of the people. Respecting public opinion and employing consultation in decision-making are also fundamental principles in this framework. This study aims to develop a governance model based on Letter 53 by harmonizing and structuring its key concepts into an actionable governance framework. The final model, developed through thematic analysis and an open, axial, and selective coding process, comprises eight main dimensions, 27 concepts, and 212 indicators. After refinement and consolidation, these elements were narrowed into a precise and practical framework. The dimensions include "Principles and Foundations of Governance in Islam," "Characteristics of the Ruler," "Governance and Administration," "The Military," "Judges and Judiciary," "Social Justice," "Public Treasury and Financial Affairs," and "Relations with Other Nations." All dimensions are interrelated and every dimension is coherent with the others and achieved by analyzing the connections between concepts and identifying their governance implications. For example, justice as a fundamental principle is directly linked to such concepts as "transparency in managing the public treasury" and "appointing just judges," whose outcomes are reflected in improved public welfare and social trust. Similarly, principles like piety and public engagement enhance the ruler's legitimacy and acceptance, which is materialized in consultation-based decision-making and interaction with the people. Key features of this model include: "comprehensiveness," covering all aspects of governance; "depth," addressing the nuances and intricacies of governance; and "practical relevance," rooted in the real-life governance practices of Imam Ali (AS) during his rule. The study concludes that the proposed model can serve as an inspiring framework for improving governance in Islamic societies, fostering social justice, enhancing administrative efficiency, and achieving sustainable development.
