Political legitimacy is one of the basic concepts in socio-political sciences and is seen as important necessity and political obligation for continuation and consolidation of governments; the indices of this concept consist the divine and legal genesis of government and governors, general consent and efficiency of government. In Nahjolbalagheh, society and government is attituded in the framework of Islamic principles and procedure (Sonnat) of dignified Prophet (peace be upon him) not on secular aspect and duality of modern and traditional society. In Nahjolbalagheh, indices of legitimacy and democracy have been explained only in the traditional and religious framework as well as some of the mechanisms of democracy. In Nahjolbalagheh, there is a longtitudinal relation between popular- legal and religious legitimacy, means that the religious legitimacy is the core and basic foundation for verification of Islamic government and the other type of legitimacy is only for the fulfilment or executing of government. But in secular democracies, the only foundation of legitimacy is the rational-legal type not divine and religious.
